He was born September 15, 1933, in St. John, Kansas, to Harry and Arena (Jones) Williams. As a child, he moved with his family to Pittsburg, Thayer and later Altamont where he graduated from Labette County Community High School.

He and Florence Walborn were married December 28, 1952, in Cherokee, Oklahoma. The couple was stationed in Fort Hood, Texas, from 1953 until 1955 while he served in the U.S. Army. Mr. Williams worked for the Kansas Gas & Electric Company in Independence as a line supervisor until his retirement in 1995. Through the years, he, his wife, and daughters also ran a farming/cattle operation that provided a lifetime of memories. After retirement, Dwayne purchased a lake home for his bride in Langley, Oklahoma, which they enjoyed several years before moving to rural Chetopa in 2003. In 2009, they moved to rural Altamont where they have lived since.

He was a member of the Word of Life Church in Hallowell, Kansas where he accepted Christ at the age of 69 and was baptized in the strip pits in rural Hallowell.
